What we aim for
This site is built to meet the Web Content Accessibility Guidelines, version 2.2, at Level AA. That standard is the reference point used by most public bodies and by most courts considering website accessibility in the United States.
We do not claim the site is perfectly compliant. No automated test can establish that, and any organization telling you its site is certified accessible is overstating what certification means. What we can tell you is what was done, what was tested, and how to tell us when something does not work.
What was done
- Every colour pairing used for text was measured against its background. Body and heading text meets or exceeds the 4.5 to 1 ratio required for normal text.
- The whole site can be operated from the keyboard, and the focus indicator is deliberately conspicuous rather than removed.
- Headings run in order and describe the structure of each page, so a screen reader user can navigate by heading rather than reading linearly.
- Every form field has a label attached to it, required fields are announced as required, and errors are listed at the top of the form with links to the fields that caused them.
- Text reflows without horizontal scrolling when the page is enlarged to 200 per cent, and the running text is held to a readable line length.
- Transitions are suppressed for visitors whose system is set to reduce motion. There is no automatic movement, no carousel, and no content that appears on scroll.
- A skip link is the first thing reachable by keyboard on every page.
- Wide tables scroll within their own container so that the page itself never scrolls sideways.
How it was tested
Automated testing was run against every page template at desktop and mobile widths, and contrast ratios were calculated rather than estimated. Automated testing catches perhaps a third of accessibility problems, so it establishes a floor and not a ceiling. Keyboard operation was exercised by hand.
Testing with users of assistive technology has not been carried out. If you use a screen reader, a switch device, voice control, or magnification, your experience of this site is more informative than any test we can run, and we would like to hear about it.
Known limitations
- Documents published on this site in PDF form, if any are added, may not be tagged for accessibility. Ask and we will provide the content in another format.
- Content added after launch is only as accessible as the person adding it makes it. Alternative text on new images and meaningful link text remain the author’s responsibility.
